I met Phil back in the early 90's, when I was a deputy with the Kleberg County Sheriff's Office in Kingsville, Texas. Phil was a fellow Texas Peace Officer with the San Antonio Police Department and he was a member of the famous "San Antonio Police Department band known as "San Antonio Heat". From then on, we became real good friends and both of us met up in Kerrville, where I had already moved to and he had retired from the S.A.P.D., and said that he had moved to the Hill Country. Phil was also one of my customer's when I managed the sporting goods department at Gibson's Discount Center. Great man, who will be missed. May he rest in peace and God Bless his family.

Enjoyed working with Phil in the early 70s. Nice guy, great to work with. Talked to him a few years back at a family get together. He still looked the same. Full of life.

I loved Phil so much. He was such a special person with a never ending smile. He and Hank Lacy would sit for hours on our deck just talking. He was here for Hank when he got sick and here for me after Hank passed. I will miss him very much. May God keep you all and bring you peace during this time. I take comfort in knowing he and Hank are together and both are healed.
